## Why the scores are what they are

Part of it is genuine and part is structural. An administrator carries out decisions taken by a majority vote of the neighbours, and the neighbours who lost that vote are the ones who write the review. The job is also invisible when it goes well and very visible when a lift breaks. Neither excuse explains a 2.2, but both explain why almost nobody in this trade sits above 4.5.

What you can do is ask for the minutes, the accounts and the bank balance, and you are entitled to all three. Before buying, ask the seller for the certificate showing community fees are up to date, because unpaid fees follow the property.
